Jamie -  the site for "Web Redesign: Workflow that Works (Goto, K and 
E. Cotler, New Riders: 2002) has an "Expanded Tech Check" list 
(http://www.web-redesign.com/chapter3.html) and a "Client Spec Sheet" 
(http://www.web-redesign.com/chapter6.html)  that might be what 
you're looking for.  Both are downloadable (rich-text).  I haven't 
yet personally tested them but they look useful at first glance.
