[Sigia-l] ballot usability redux

Unlike the Yellow Pages, which is primarily designed to help people
find a generic product or service (e.g. florist, plumber) rather than
a specific business (that’s the task of the White Pages), it’s fair
to assume many (if not most) voters will already have picked a
favorite candidate before going to the polls. As such, alphabetical
listing is the fastest and most efficient solution, and probably
imparts less bias than has been suggested.

With a random list, however, the process is going to be VERY slow and
California polling places are probably going to end up with waiting
lines that rival those at Disneyland.
