Only if it were true. Microsoft products, for example, often are not
"designed" for security. The tendency is to ship a product, "test" it on
thousands of paying users, discover security holes and distribute patches
continuously in the the hopes that users will apply them. There's no
deliberate 'design' here, it's 'design by testing' in its most expansive
sense.
