One thing you might want to establish is a baseline: what the users think of
the site *now* before you begin your work. Have them put some numbers to
their feelings, scale of one to 10: how easy is the site to use, can they
find what they are looking for, does it save them time, etc. Then after you
do your work, test again with the same test. Hopefully, the numbers will go
up.

Another thing you can refer to are the logfiles. Analyze them and see how
long people are spending on the intranet, average amount of clicks, etc.
Then you can compare those at the end of your review period as well.
