Oops.  Looking back, I guess we *were* talking about "anyone who builds 
anything on the web." I got off on a tangent thinking about anyone 
that's involved with web efforts...

I'd still say that project managers and testers definitely play a role 
in "building."  Much like the roles of a foreman and inspector on a 
construction site...just because they don't draw up blueprints, lay 
bricks or sling paint doesn't mean they don't help build things.  And I 
don't think they design or develop -- they manage and test.

I thought we were talking about the business of design and development 
of
online apps. Managers, clerks, user, etc do *not* design/develop apps. 
You
consult them for their input, but they don't design/develop, so I don't 
know
where your confusion on this lies.
