[Sigia-l] Content to Function vs Functions and Content

When capturing content for a site, do you document it
separate from the functions that can be enacted upon
it or together. For example, if you have "Add
Product", do you define the data elements that are a
part of the function "Add Product"? Or, do you define
all the elements of a "Product" separate from the
possible functions (i.e., Add, Edit, Delete, etc)?
