It seams to me that the original poster is indeed defining sketish
architecture for an all encompassing universe of discourse of the web (a
very centralized one indeed as opposed to distributive).
On the other side, if we consider the Web a site, isn't it already what
you need? I know its not that organized as people would like, and there
is much to be done regarding its architecture but .....
I also wouldn't like to work for information sake, but for people. In
other words, the only responsibility I'm ready to take on board is not
of freeing information, but to free users from the Web and let them have
more time to think and enjoy their lives in the "real" world while being
productive for the sake of living/working in a community. For this to
happen, the Web must evolve to be ubiquitous in human/business
relationships, and not evolve into a centralized architecture providing
"one way" to access and publish information that rarely encompass the
needs and interests of individuals or communities.
Think big, act local.

PS: The idea of a semantic web is not a centralized one.
