Indeed! They may not be able to answer in a quantifiable way the
various settings and they may not even know what DPI is. But they have
played with various controls affecting DPI, font face, size,
etc. After playing with those settings, they have finally set up an
environment that they like. Those settings in turn determine the
optimal line length.

Thus, I believe a web page should not enforce a specific line length.
