You're missing the point: *tasked* to design a phone-tree system (or
anything else, for that mater) you *can* do a good job or a lousy one.
Whether to have a phone-tree system or people-based one is often not the
bailiwick of an IA, but (once 'tasked' as was posited) making it the best
that it can be is.

Given that argument, we don't give up and stop building roads or build
crappy ones. One assumes the designers/builders have some sense and use it
to make decisions.
