Frankly, so does the mail room.

In my book, HR is at the very bottom of the competency totem pole when it
comes to producing non-HR specific websites. It's the people and the
mentality: bureaucratic, rigid, averse to risk-taking, slow moving,
visionless, technophobe, controlling as opposed to enabling.

But it could be just me.
