I'm not sure what you mean by 'universal'.

If you mean universal as in 'widely available', the answer is, generally,
yes. Since the Acrobat reader is freely available on many platforms, this
should generally not be a problem.

If you mean universal as in 'multiple languages', the answer is somewhat
murkier. The question of language support is not only an application problem
but also an operating system issue. Wide adoption and proper implementation
of Unicode, hopefully, will one day change all this.
