I think its all a matter of logically grouping tasks. Think Fitts' Law
here, and that the user will naturally draw the mouse to the nearest visual
element on the screen. If the user ends the task at a particular point, I
would position the next logical step of the task as close to that point as
possible. Bear in mind the user's conceptual map of the events as well as
the business rules, and find an agreeable middle point.

The only issue with having the "Next" or "Submit" button to the right of
"Cancel" or "Previous" to me is tab order. If a user is tabbing through a
form, they can cancel or clear out the information they entered fairly
easily. Thoughts?

I'd agree with you. I always put the button that will take a user forward
in the process on the right side of the button grouping. Conversely any
button that will halt progress, or take a user back would be on the left
side.
I've watched people in usability labs and they favor moving the mouse to
the lower right. I have no science to back up my claims, just
observations of users.
