[Sigia-l] ADMIN - trimming posts

Based on a suggest made by another MailMan list administrator, I have added 
a footer that is intended to prevent posting of untrimmed messages.

The problem being addressed here is a 3 line post that includes 25 or more 
quoted lines.

If this causes problems, please let me know off-list.
