[Sigia-l] Graphics for vp project

I hope this is the correct list to post this. I am designing the graphics for a project for a browser which is being developed in visual basic and microsoft access. The programmer has told me the measurements for the graphics must be in twips which doesn't give me exact measurements but I've managed to tweak things a bit to where some of the graphics don't distort. It's comprised of 4 elements.
 
My problem is I'm not happy with the distortion when the user has the screen resolution above 800x600 and I'm wondering if anyone can give me advise on software development for this type of project. I'm not exactly sure where to start.
