I'm not familiar public bureaucracy, do they specifically require
consultants on the project to be certified for specific titles? Or do they
require something at the company level?

Again, clients that rely on certificates should be burned...in hell. :-)

One of the reasons I object to this certification fetish (among many others
:-) is the fact that it appears to shift a rather significant and useful
function/skill from managers to third parties (that are often of dubious
repute and benefit). A manager (with hiring authority) ought to be able to
correctly parse an applicants resume, work, interview, samples, claims, etc.
They ought to be able to ask the right questions and probe the critical
areas. An entry in a resume that notes a five-letter acronym is just such a
lame way to judge an applicant.
