With Amazon, I think they target market those specific items to individuals 
that have specifically stated that they have an interest (via adding to 
their wish lists).  My guess is that people use the wish lists in different 
ways, and many probably forget about them all together, thus never seeing 
those specific products in which they specifically stated they are 
interested.

One use of Amazon's wish list is specifically to make recommendations.  If 
you were to "Improve your Recommendations," you will notice each product on 
your wish list includes a check-box that enables you to "Use [that product] 
to make recommendations."  This sounds like a great feature for some users.  
When it's annoying to others, they can turn it off via the checkboxes.
