Mike, 

I've worked in this situation before, and the most effective method I found
was to have the Business Analyst/Project Manager outline the business
requirements of the job, then prioritize them from most to least important.
This list was given to the Visual Designer to represent the prioritization
visually.  

The key here was to keep the PM away from the visual representation.
Keeping the PM in the business world and out of the design world really kept
the project moving.
