Ah! Cultural differences!
I've always suspected IA and user centered design took of in the US quite
well partly because of the culture. There's been some talk before about how
usability in Japan works differently because of the culture (you don't
contradict your boss, or as a respondent, you don't say "negative" things).
The entire practice of IA seems to resonate with a lot of typical USA
values: valuing the contribution of the individual, not having too much
respect for people higher up in the hierarchy (when you know they're
wrong), and so on...
