[Sigcr-l] SIG-CR: New chair and chair elect

Lying in bed last night while waiting to fall asleep (on holiday), I
was thinking that perhaps there might be a better name that would
encompass all the aspects of organization that we care about. Trouble
is that alternatives are too broad (year of metadata), too unwieldy
(year of descriptive metadata and subject analysis), too vague (year
of orgnization), or too much like a textbook (year of organization of
information).
