[Chapters-l] RE: Chapter Assembly ballot

Responses should come  from Assembly Reps.  But not all CHapters have
reported Reps so it was sent more widely.

If I get two responses from a Chapter, the Assembly Rep response will be
counted.  Where no asembly rep responds, or where one is not on record, I
will count the Chair's response.
