[Asis-standards] NISO votes

The 1st two will not be reviewed just remain as NISO standards for the next 5 years when there will be a vote to evaluate wether they are still valid
NISO recommended that since there is an International version of the DOI syntax standard - the US national version be withdrawn - even NLM and NFAIS who submitted those comments agreed with the decision
If the US DOI syntax standard is withdrawn there is no guarantee that he ISO one will become free unfortunately - which is why I included that comment about Z39.50
