dList will be back online soon, possibly within the next week or so. A
server crash necessitated an alternative approach to hosting and
maintenance, so it is being converted to DSpace (from EPrints) and migrated
to the cloud. We'll make a formal announcement as soon as it is ready.

As long as they actually run. I understand that E-LIS's competitor
dList has gone offline. E-LIS itself is going through a rough
patch. I am one of the co-founders of E-LIS. Of course E-LIS would
applaud any work done to review contents found there.
