IEEE OPENS UNIVERSAL ACCESS TO ITS 850,000-
ARTICLE DATABASE ON A PAY-PER-VIEW BASIS


PISCATAWAY, NJ, Dec. 9, 2002 -- A new offering by the Institute of
Electrical and Electronics Engineers (IEEE) allows anyone to view, download
and print technical articles from its 850,000-document online archive on a
pay-per-view basis.  This service, which gives researchers the ability to
read full-text technical papers from IEEE periodicals and conference
proceedings back to 1988, broadens access to IEEE's online information
product line.
     This offering provides articles through IEEE Xplore (R), an
easy-to-use electronic delivery platform located at
http://ieeexplore.ieee.org.  IEEE Xplore allows anyone to browse tables of
contents of IEEE publications.  IEEE members and subscribers can search for
and read abstracts.  One-time article purchases cost US$13 per article for
IEEE members and US$35 per article for nonmembers.  This service enhances
existing IEEE subscriptions for those who do not have access to the
complete collection.
     The ability to access individual articles on IEEE's database
complements Ask*IEEE, a service that allows researchers to find and
purchase virtually any publicly available document from thousands of
sources.  Ask*IEEE is available at http://www.ieee.org/services/askieee.
     In January, IEEE will add more than 85,000 technical papers from
select IEEE journals and conference proceedings dating back to 1950 to the
articles currently available in IEEE Xplore. These archive documents will
also be available for purchase on a pay-per-view basis.
