The right answer for you will depend on what information people use
to find a relevant contact. Is it the location, a name, something
else? An A-Z list is only useful if visitors know the names of the
people they're looking for.

You might also consider a panel to allow people to filter and sort
the list to narrow their search.

I work on a charity web site which lists all their projects, past
and current. There's a default view of the list (current) but controls
at the top let people view the list by various fields:
