[Sigia-l] hyperlocal locales

Hi all,
I've been thinking about the information architecture of locales, and
I came up with this idea of "hyperlocal locales", like Catalan-Spain,
for example. I wrote some thoughts here:

Also, it's kind of a sucky name, so any improvements welcome!
