It's really an HTML semantics thing. Consider a search box, with a
number of different areas you can search (whole site, news,
etc. etc.). A radio button makes sense here, semantically. However
many sites prefer to show this as a tabbed interface. (Most stop using
radio buttons at the point they introduce tabs, which is semantically
weird and is generally less accessible than styled radio buttons.)
Basically: sometimes tabs aren't being used as action controls.
