I think that's a misconception of how agile/xp teams work. I've ready  
nothing in the agile/XP literature that restricts sandbox access to  
developers. There's structure around those changes certainly, but  
they're allowed.

This may be due to the XP concept of "team" includes customers,  
designers, etc. rather than having then operate outside of the  
development environment.

In the XPish environments I work in you get everybody putting things  
into sandboxes. Customers and IA/UX/Design/Graphic folk too.
