Hi Timo,
I'm looking at the open source version of KnowledgeTree DMS at the
moment - it certainly allows for tagging of document files.
Alternately, if you have a PHP coder handy, you could look at
incorporating UltimateTagWarrior (http://neato.co.nz) into pages - or
look at the tagging extensions to something like mediawiki.
Alter-alternately, you could use a topicmap overlay to store tags for
both pages and documents.
