Hmm, sounds like every large organisations wet dream.

Again, it comes down to what you test for in those certificates. A lot
of them, in IT especially, are linked directly to a tool or a
language, so you can be certified that the person knows that tool or
language, but says nothing about wheter their work produced is good or
not which is *really* what we'd all like to know.
In fact, how do we know that other people are really good at what they
do? Mostly by working with them; certificates do not replace this
process, but lulls people into thinking there is good work associated
with that piece of paper.
