strategy handed down to them, which they then execute/implement and
those who try to shape that strategy up the food chain. [Ziya]"

I think most folks I know have the ability to do both. It depends on
which kind the company is paying me to be. Depending on corporate
culture and the nature of the project, I might be able to sell my ideas
up the food chain; in other situations, someone more familiar with the
business strategy and inner workings of the project may have already
figured out what is required. In that case, my job is just to smile and
say "If that's what you want, that's what you'll get". Of course, to
allay my conscience, especially if I disagree with the course the
project is taking, I do usually try to at least voice my ideas or
provide "best practice" information.
