Oh man.  I can't stand just watching this one any longer.

Ok, I'll bite.  Required for what?

So, developers have "technology".  Do you mean "training, experience,
sensibilities, taste and aesthetics inclinations" in technology?  But
"experienced designers should have all three"?  All three what?  Technology,
business, and design?  Certainly not responsibility for them.  Are you
really claming an "experienced designer" (and let's assume you mean UX
designer since there are tons of types of designers) is only an experienced
designer if they have equivalent knowledge in all three areas?  Now you HAVE
to be kidding.  If you think an "experienced designer" is the equivalent of
a "developer" in technology skills, you're sadly mistaken.  And if you mean
that an "experienced designer" has enough awareness of technology to be
sensitive to technology issues, then that's fine but the same can be said
for an "experienced developer" so that argument is shot as well.

Ziya, you're slipping.  Or this is a Friday post.
