Because the logical conclusion of that is: since we can't expect the user to
do *anything* we must therefore test *everything* we do. Nobody has the
wherewithal to do "design by testing." We routinely "expect" users to do a
whole lot of things. One clear one is access to JavaScript, without which
HTML applications of even modest complexity cannot be effectively served on
the web, period.
