no excuse - but two companies that I've working with in the last year or 
so have had not-so-good websites yet have produced some good web 
interfaces themselves for other people. The reason they gave to 
themselves and to their clients was that, being small firms, they could 
not afford to take time away from billable work (supporting those 
clients) to do non-billable work (working on their own websites).

In both cases, I suggested that they spent a little time designing what 
they really wanted, started with the low-hanging fruit, and 
incrementally produced something that they could be proud of. One 
company did this, one didn't. On one side, we've got people telling them 
"Your web presence is vital to your success as a web design and 
development company", on the other, they are struggling because of the 
increasing cost of doing business. Like I said, it is no excuse, but it 
is understandable.
