I've found that in larger projects the problems of identification
plays a vital role, so if you have a project with about 4 or more
larger documents that follow the project, then it is far easier to say
"the about us page" than 1.3.2 across those documents, because that
number (structure) will change more often than the meaning of it
(label).

If you're really fancy about it, and sometimes I've done this, every
page gets assigned a PI (persistant identifier), and that is used
across documentation *and* application, but that require tools that is
supported in both worlds ... which exclude most office tools,
unfortunately.
