There are two interesting issues here:
#1 Is the address bar or the back button necessarily broken in Ajax/Flash?
Perhaps, if the designer/developer doesn't know what he's doing.
Is it as straightforward as vanilla HTML? No.
Can it be even more powerful than plain HTML state tracking? Absolutely.
(I'm doing a framework at the moment, for example, that not only captures
the state but tracks PC, time/date, IP address, plus a few proprietary IDs,
so that the state can be re-created at another location/PC/context.)
#2 Is the "page" metaphor ascribed to WWW inviolable?
Only if one's mindset is stuck in the last century.
Now, there's work to be done, to be sure, in making this stuff easier or
getting users acclimated to thinking and using units smaller than a page,
but we had apps before the WWW and we will have them after as well.
