Arthur, you've hit the nail on the head. These questions get right to 
the heart - what's the purpose of this product/service? What do you 
hope to achieve? (We can find out what the users hope to achieve, but 
let's not forget that the other piece of the puzzle is the business 
objective).

We find these types of questions are critical for several reasons:
1. They help us find out what the business objectives are, and 
ultimately, the client's expectation(s) for success
2. Help us decide on some type of success measurement
3. Ultimately guide design decisions

We've been working a more and more with pattern design and these types 
of questions help us organize the patterns into something more 
meaningful and in the end more successful.
