Maybe?  Absolutely!  Unless the purpose of this discussion is just to
let people vent (which perhaps it is).

At last someone is asking the right questions.  I'd only add that if you
ignore what qualifications people are required to have to fit the titles
and roles, then it's all meaningless.  Arbitrarily assigned labels mean
nothing.  If you cannot say what accomplishments the individuals of a
group must be able to make to fill a role, and what qualifications they
must have to meet them, then it's only a rant.

I have a hard time imagining a successful project lead by a person that
arbitrarily assigns roles and responsibilities.  Best keep such people
in support roles where they can be prevented from destroying the
project.
