Both cities are similarly expensive in terms of travel and accommodations.
Both seem very interesting to me (as I have never been to neither), but I
vote for Montreal as a step towards broadening this field and moving beyond
the US.

That hasn't stopped the growing number of IAs coming to the US from around
the world in previous years. I should hope US residents wouldn't have a
problem with that.
