Would this not also depend on the audience -- i.e., what they can be 
expected to know? The knowledge in their heads?

I for one have absolutely no idea where any of the American states are, 
geographically. I realise that Americans probably do, but not being one, I 
don't. So if people like me are in the intended audience then 
alphabetically seems to me the only way to go...
