Listing the states in alpha order would seem to be the way to go. That way you can avoid any territorial disputes that crop up from putting states in categories such as "Atlantic," "Midwest," etc. To wit: there are those who would say that Kansas and Nebraska are Midwestern states and everything east of the Mississippi is, well, back east.
