Good theory. However, in practice we typically just see users hit the 
browser back button to prevent information from being accidentally 
sent. Based on over a decade of observation, I'm pretty convinced that 
"clear and cancel" buttons are typically not necessary for the web - 
there are a couple of exceptions when it comes to web-based apps, 
however (see the UPS example previously mentioned).
