Let me re-state in another way...

The essence of fluid design is allowing a browser to re-flow page
components based on the window dimension. However, when the browser
rendering direction is left-to-right, sticking/anchoring a navigation
bar to the window right border means taking the navigation bar out of
the re-flow. Therefore, the suggestion of using fluid design to stick
a navigation bar to the window right border is a contradiction.
