There's clearly a group of folks who indeed think that. There are many
reasons for that line of thinking: a lot of people are afraid of being
different, they take solace in being part of the norm/standard/average, they
think they lower risks by doing what everybody else does, they think being
different is costly, they think the intellectual rigor of being different is
wasteful, unnecessary or beyond their reach, they believe being different
will make their job more difficult, etc. There's clearly an industry of
hw/sw vendors that are organized to mine this insecurity, the urge to be not
different.
As to why an HR site should be "standardized," my guess is that the reason
is simple: money. They don't want to spend it.
