In general I have not that experiance, although you sometimes come
across an IA which has the drive to do it. In my experiance as a
web user interface programmer, we often hold this role, (I talk a
bit about it here http://shelter.nu/art-wuid-001.html), though this
is based on working on projects who have budget for a WUID, and I've
always worked under such conditions.
