It's actually a good idea if it's not carried beyond a reasonable number of
user types and there's a legitimate reason for segregating them. Examples
of legitimate reasons include varying vocabulary needs among users, and
another has to do with the tasks that need to be supported or information
that needs to be accessed. In the NC example that you provided, it looks
like the latter is true.
An example in the corporate world is Merrill Lynch.
http://www.merrilllynch.com. Note the three groups on their home page -
individual investors, small/midsize businesses and corporations /
institutional investors.
An example where the vocabulary varies is http://www.cancer.gov. At many
places on the site, they branch to serve the needs of two different
audiences - medical professionals and patients. Here's an example of one of
those pages: http://www.cancer.gov/cancer_information/cancer_type/leukemia/
