"low-fidelity prototyper" might be a software of interest for you.
it is a freeware developed by me. you can download it for free at:
http://interactiondesign.de

low-fidelity prototyper offers a standard set of abstract symbol-elements 
 you can use to create interface layouts. it is also possible to create
sequences of an interface for visualizing alternatives or scenarios.

on the site there is also an interesting article on the discipline
interactiondesign.
