Hm. And here I thought that testing tests the usability so that we'll know how to design the usability to design in.

That is missing the point.
The point is about having usability designed-in, not tested-in.
Usability by design requires a disciplined process. In contrast,
having usability tested-in is a sloppy way of achieving usability.
