I would add that the ability to rearrange structures is helpful,
even critical, for facilitating understanding.

A designer chooses to represent information/data in a particular
way. That is, through a particular structure (how this stuff is
stored may be a separate stucture). Users can then interact with
this structure, rearrange it, manipulate it, and through this come
to understand it. Just looking does not always encourage
understanding, or at least not to the same degree.
