Indeed. To make this work it's not just pure semantics - you have to
understand the context of use. I prefer the word context in this context.

Then you also need to understand semantically how things relate to the
context of use and it is also helpful to understand semantics about the
context of use itself.

But it is not infinite in scope and is therefore made manageable in the way
you apply the heuristics and rules.

As an aside, I often find myself cruising the related books links in Amazon
more so than using the search or navigation, and on many sites I often use
the browse rather than search facilities because I have come to find that
search can often not produce the content I want for various reasons
(including not being up to date). Even when editorially driven, small
numbers of related links are a very powerful tool.
