I disagree.

One of the biggest issues I see with Monster.com is because it's free,
anyone can join, and that lowers the quality of the applications (where
you can send thousands of apps to jobs you aren't even qualified for).

Putting that price out there forces a level of commitment on the end
user, and hopefully would encourage a more active base of qualified
candidates.

And it does take money to run the organization. As a designer/developer
who gets approached constantly with projects (because I can build it),
there's some sort of assumption that the person(s) who put together the
job board that their time is isn't worth anything. It is. And they
should be compensated for putting up the board.

  I second that. Nothing against the organization as a whole, but if 
y'all want this job board thing to take off, it should be free, at least

to begin with. And it could even drive traffic to the site.
